On 18th March 2014, Galina ONILA, head of the Probation Office of Riscani, Chisinau, and Ana CANONENCO, probation counselor responsible for working with minors attended the working meeting held jointly with Valentina CANARIOV, head of the Directorate for Child Protection of Riscani district, Ludmila DONICA, main specialist in juvenile issues within the Directorate, Ala SOLTAN, main specialist in the socio-educational and responsible for the activities of the Centers for Children and Youth and social teachers from the same Directorate. The activity was organized in order to initiate partnerships with the socio-educational service of the Directorate regarding granting of services provided by centers for children and minors.
Galina ONILA made ​​an overview of the probation service, about the probation subjects, the method of conducting probation and with whom the probation office Riscani collaborates.
Particular attention was drawn to the fact that the probation office receives approaches from the Prosecution, Court or Police Inspectorate of Riscani district, regarding the organization of the presence of the probation counselor responsible in working with minors to participate at the hearing of minors no matter if the minor is a suspect, accused, defendant or victim.
The probation counselor responsible for working with minors, Ana CANONENCO explained the need to establish partnerships with the Centers for children and minors in the psycho-social assistance process at the pre-sentence, sentence and post-penitentiary phase. The guidance of the probation subjects to services that might support them is an important element in the assistance and counseling activity.
It was therefore determined that the Directorate for Child Protection of Riscani district has registered eight community centers for children and youth. Since the centers’ activity for children and minors is focused on the organization of educational, cultural and sport activities, it was agreed to increase the ambiguous mechanism to the identification and admission of children in need or at risk to various types of the social services.
Following the discussion were established that if there will be identified probation subjects at risk then it will be announced social teachers, conducted joint visits to their homes, assessed problems and needs and will propose possible solutions.
At the end of the meeting it was said that the collaboration between these institutions would help to determine effective forms of reintegration and re-socialization of juveniles in the probation office records and children of the convicted adults who face social and education problems.
