On 26th January 2015, the head of the Probation Office of Balti, Andrian GROZA and the superior probation counsellor, Violeta CIUHRII, conducted the joint summarizing meeting on the community service activity during 2014, with the participation of the local public authorities, other places with social destination and the representative of the local media institution, the newspaper „СП”.
The thematic of the meeting was focused on: execution of the sentence with community service in accordance with the modifications of the execution – criminal and contravention legislation; changes introduced by the Law no. 82 of 29.05.2014 and the evaluation of estimated savings to the local budget by the Centres of social facilities, at the implementation of community service sentence.
The topics discussed during the meeting were the following:
- Estimative assessment of the social institutions savings resulting from the activity of community service performed by the prisoners;
- The difficulties faced by local public government during the execution of the community service by the convicted persons;
- Normative acts regulating the execution of sentence in the form of community service;
- Need for training the convicted in labour health and safety until the actual labour commencement;
- The actions of the administration in case if the convicted failed to comply with its obligations;
- The accuracy of filling acts on the enforcement of community service by the administration for social objects;
- The empowered bodies to control the execution of the sentence in the form of community service;
- The amendments in the execution-criminal and contravention legislation regarding the working hours of community service, Law no. 82 of 29/05/2014, etc;
- The attributions of the local public authorities on the enforcement of community service sentence.
During the year, were assigned to the execution of the community service sentence in the social destination objects: Centre for hosting and social adaptation "Reintoarcere", Temporary shelter and rehabilitation Centre for children "Alternativa", Child reception Centre "Evrika", Elizaveta CityHall, Sadovoe City Hall, the municipal enterprise "Spatii verzi", State Enterprise "Silvicultura", Court of Balti, "St. Panteleimon" Church, "Lumina" Association, State Enterprise "Moldelectrica", "V. Alecsandri" Theatre, Boarding School, Auxiliary School, Department of organization of population protection in emergencies "Nord".
Also, the representatives of these institutions have noted that the community service is welcome, especially for the budgetary institutions, which are usually limited in funding. As a result of the performed activities by the persons convicted to community service sentence during the year 2014, the total savings from the budgets of the local public authorities and other places for social destination, was 146 292.46 lei.
At the end of the meeting, the representatives of these institutions have mentioned that there are no essential difficulties during the execution by the convicted persons of the community service. The problems, ambiguities and the difficulties that arose along the way have been clarified and removed together with the Probation Office.
