In order to estimate the local budget savings resulting from the execution of sentence in the form of community service, the probation offices had the aim to organize in collaboration with the Local Public Administration, summarizing joint meeting on the activity of community service during 2014.
During the meetings was discussed the activity of the Probation Offices on the insurance of penalty/sentence execution segment in the form of community service. The representatives of the Local Public Administration were informed about the changes introduced in the Execution- criminal law and their role in the enforcement of the criminal sentence in the form of community service by determining the places with special destination; determine the place, volume, time of sentence and ensuring the immediate supervision on the execution of community service.
In turn, the representatives of the Local Public Administration submitted data on the savings achieved as a result of community service with the participation of the convicted persons. The local budget savings divided by regions of the Republic of Moldova were: North – 316713,6 MDL; Central Region – 578543,36 MDL; South – 687594,53 MDL and Chisinau municipality – 200092,4 MDL.
Thus, in the Republic of Moldova for 2014 was saved about 2984324,66 MDL from the total number of hours performed by the convicts: 305 458 hours, of which 295 768 hours as criminal punishment and 9690 hours as contravention sanction.
Given the fact that community service is the type of punishment to be applied only with the consent of the convict, it offers the possibility to avoid the punishment by fine thus being brought economic benefits to both, convict and his family as well as society. Besides this, we note that the main purpose of criminal punishment is the re-socialization of the convicted person and the economic benefits have optional character.
