On 9th December, the Goian Instructive Centre was held a working meeting with the probation counsellors and social workers in prisons, where were discussed the problems encountered in preparing the detainees for release.
The purpose of the meeting was to determine the cooperation between the Central Probation Office and Department of Penitentiary Institutions, the analysis of the release preparation activities, evaluation of the normative acts in the field, and setting out the shortcomings and problems they faced.
During the meeting, it was presented the probation counselors activity from two different segments that operate in disciplinary isolator and penitentiary: re-socialization process of the inmates to prepare for release, the job descriptions of a probation counsellor and the way of conducting the Penitentiary Commission meetings. Also, the prison system representatives presented the way of working with the probation counselors in the penitentiary probation activity, and reflected the problems and possibilities for improving the practices in the future.
At the end of the discussions there were proposed solutions for division of the role of the probation counsellor from that of the social assistant in penitentiary. In order to achieve this goal, it was decided to submit proposals for amending the Execution Code, to create a working group with representatives from the probation and prison system in order to develop a new regulation on release preparation activities, which will be approved by the Minister of Justice as compulsory for both institutions.
